We currently use Halogen Software. It's great, but expensive. We will are planning to demo new software in August for a different option. Cornerstone Software, which is a parent company to Halogen, is what are are most interested in.
We currently use PEP by JCM Consulting for our evaluations.

It's not the best program out there but inexpensive and gets the job done.
I'm looking for some examples of employee reviews that cities are using. Send me some examples of what you may for the city and maybe what different departments use.
